Make it possible to select a new Project owner for Cost Tracker projects

When the scope of a Cost Tracker needs to be updated/ changed, it can only be done by the Project owner. In case this person is not available, no-one can change the scope and the workaround to delete the project and re-create is far from ideal.

Show budget milestones in ascending order, or allow table to be sorted

The new milestone budget feature shows budgets in last date first, rather than in chronological order. User experience would be better if this was sorted the other way - or 'click on the column heading' enabled the sort order to be reversed.
