Set the first day of working week

Hi, each country/region has a different start of a week. For some people it's Monday for others this is Sunday etc. Please allow configuration of the first day of a week or adopt the settings from Jira Software / Jira Service Management

Ability to have internal issues removed from the week’s capacity

Ability to have internal issues (such as vacations) be treated as holidays, wherein their usage is removed from that week’s capacity. Example: User has a vacation day on Friday, then their capacity for that week should be 32 instead of 40.
