Hide or deactivate Tempo Timesheets for specific projects

Some projects use Tempo Timesheets, others do not. The ones who do not would like to hide or deactivate all Tempo-related things from projects and issues.

As a HR department i do not want to allow double time loggings for the same slot so that i can use the tempo as a source i can trust
