Introduce a feature in the issue cost report that will take planned staff effort into account within the planned column when having done cost planning based on planned staff effort, in the cost section of the folio. Instead of calculating planned cost in the issue cost report from the total planned cost of the folio divided by the issues in folio scope and their weight.
