The scheduler uses the permission scheme as an input.
It should used the teams. Only people which are in a tempo team must received a reminder.
Today, we have 800 tempo users but 2000 Jira users. As a side effect of using permission scheme a lot of people get a tempo email which doesn't concerned them. Modifying the permission scheme is not possible.
