Inactive Jira users time not appearing in reports

We would like to see hours inactive JIRA Users time appear on our reports without having to add them to a team and having to set a joining/leaving dates.

    Cant come soon enough, we have issues with this which has lead to users losing confidence in the product.

    Better still to be able to select an inactive User and report on them individually
