When time is logged against a Jira ticket that was added to Tempo Internal Issues list, Tempo reports properly recognizd that time as non-billable but Budget reports shows time logged against those issues as billable. This inconsistency is confusing and should be addressed. All time logged against Tempo Internal Issues should be considered not billable in all Tempo reports.

Can we have an explanation why this ticket status was changed to "Will not implement"? There is inconsistency in behaviour between Tempo products - Tempo Timesheets consider time logged against internal issues as non-billable where the same time is considered billable in Tenpo Budget.
