Ability to reposition live time tracker

The current live time tracker will block Next Page in the Issue Navigator in the bottom right corner. If this was a floating window/menu it would make it more manageable.

    It is really something worth changing. Now we have to first close the tracker to go through the search results. And that work isn't tracked. So you have to manually track your working time.
