Timesheet is used for the payroll but also for tax report/project report. When we send timesheets to the tax expert we need to make some preparation and modifications of the task on the timesheets. Project admin needs to modify past submitted timesheets. The actual process of reopening the timesheet for every timesheet is not adapted for that process. What we recommend is to add an overwrite permission to modify freely the submitted timesheet.
