The Tempo staff confirmed (TCS-29979) it is currently by design that a) under Tempo settings / Data access / OAuth 2.0 Applications, a user does not see application entries created by other users, and b) all access to the Tempo REST API by using such an application entry according to the Tempo REST API documentation following "Using the REST API as an application developer" uses the Tempo permissions of the user who created the application entry. To work around possible privacy issues, currently using a service account to create the application entry would be recommendable.
Idea: Let application entries under Tempo settings / Data access / OAuth 2.0 Applications be visible to all administrators, and do not constrain data retrieval using such an entry by the Tempo permissions of the user having created the entry.
