Show custom issue picker filters from right sidebar when searching for an issue in the log time window

User can configure the issue picker right sidebar with whatever search filters they want. Those custom search filters used to show up when searching for an issue in the log time popup, but they no longer do as of the latest release. I wish the issue pickers were consistent across Tempo, and displayed the user's custom search filters everywhere.
