Allow deactivated users to appear in reports

Currently, tempo users who have passed their leaving date do not appear in the reports.

The reports must show all the users irrespective of the leaving date.

The workaround mentioned in the below article is not applicable in our case as the number of users is high.

Kindly we need some provisions to allow this and data related to the user must be available in the reports and exports.
