Only send reminder notifications to users assigned to teams

The scheduled reminders for users who have not logged time currently goes to all Jira cloud users, regardless of whether they use Tempo.

As a Tempo Admin, I want to be able to send notifications to all jira isers, all users assigned to teams, or no users so that I don't spam the hundreds of jira cloud users who do not log time.

    We have solved it by creating a group with users who use TEMPO. Then simply choose JIRA's option "send email to users" and that's it. Benefit ;)
