Make shared reports read-only and add permission to role to prevent them from creating their own reports

To prevent errors in our reporting it would be beneficial if reports could be made read-only when shared with other team members. For example, because of our setup we don't want to risk a person in finance filtering on internal issues, because that would leave out all worklogs not logged on other issues in the report.

Furthermore, if they are unable to create their own reports we can make sure that reporting is always done correctly.
