Tempo defines workload by scheme. The workload scheme let Tempo admin to set up different "weeks". Connect a staff member to a scheme determines the default daily, weekly, period expected working hours and these are decreased by the fix/floating holidays.
This setup is not appropriate for cases, when a floating workday is announced officially by the government.
In Hungary (I do not know if this happens also in other countries or not) there are workday Saturdays, when government exchange a future workday into this Saturday, in order to let people have longer holidays.
For example 12.24.2021 is a workday by default. The goverment announce, the 12.24.2021 will be a holiday (floating holiday Tempo setup) but people have to work on 12.11.2021 (Saturday) in exchange. So this 12.11.2021 would be a weekend by default, but in 2021 we have to work on this Saturday.
Tempo workload scheme M-F 8h/day requires 40h/week, but on this week we have to work 48h/w, because we have a floating workday on Saturday.
I'd ask you to create a page where Tempo admin can set up floating workdays and certainly Tempo Timesheet and Capacity functions also have to manage the floating workdays, just as it manages the floating holidays.

In addition it would also be good to be able to define floating holidays by rules.
F.ex. not entering it manually but defining a rule like having a floating holiday 40 days after easter or on the second thursday of a cetrain month etc.
Furhtermore is it possible to have a day defined as 1/2 workday (may happen due to company rules).
As a summary: Feature request to define floating workdays or floating holidays by rules with f.ex. annual occurance instead of fixed dates.
