When a user has no Jira site Access or no Tempo Access, remove the user from the workload and holiday schemes

If a user gets the Jira site Access or Tempo Access revoked, he will remain in the Tempo Workload and Holiday schemes. This has the consequence that the deleted user will be displayed in the resource planning view for users with a Full Access Permission Role.
