Planner workflow approval Restrict authorization

In the current version of Tempo, it is not possible to make the approval of plans mandatory. Users can always create plans for themselves, without getting any approval from their team lead/reviewer.
Can you customize the software so that employees can submit a request, e.g. vacation planning, only via Approval Workflow?
