Set log time screen settings on project level

Right now when you configure fields like work attributes to be required, it is required for everybody!


i would need a little bit more flexibilty here, as for some users (developpers) the attribute is mandatory, but for others (Service desk & RND) it is obsolete.


Idealy i would add the fields in TEMPO, and on project level mark if they are visible/hidden & optional / required


nice to have: allow the setting based on user(group)
