Generating Time Reports for Disabled Users. Filter on disabled users

As PM and Jira Admin, I need to create reports and view time on ex-employees, most of the times, these are disabled users. Howerver, when creating reports, I cannot find diabled people on the user picker.

This will help enormously to identify all customers the user has spent time on.
