We want to user Jira for resource planning to make an overview of remaining hours and remaining work load on specific people in development.

Tempo Planner has been considered for this, but we do not intend to pay licence fees for the 'viewing' part of our Jira Users that not actively are using the features from Tempo Planner.

How can we get a differentiated license, where for example 10 out of 65 users are paying and using Tempo Planner?

The full Licence mind set are making us drop the App currently. This is also the case for other apps in the store, and the consequence is that we not consider these apps for our enterprise operations.

The License must be prossible through a permission scheme, like other permissions are handled in Jira, are you considering this?
