Require Logged Effort in a Workflow

We have a requirement to mandate an effort logged on every jira ticket per project (not global).

This is just to ensure that no one in the team forgets to log their time on an issue.

I don't how how to achieve this in a workflow transition but if there is a feature (or similar) within Tempo itself, that would be helpful.
