In order to forecast unassigned work for capacity reporting and request purposes, Tempo should provide a number of placeholder users to plan time against without charging the customer. These would not be full user accounts and would not require timesheet features and functionality. They would not have capacity assigned either.

After a successful trial period in our TempoLab Early Access Program, we’re excited to announce a new feature for our Planner cloud customers - Generic Resources. This new feature allows customers to assign generic (unnamed) resources to tasks and plans, either as a standalone placeholder in Planner or as part of Tempo Teams, when the owner has yet to be identified.
This much-requested new feature makes planning future activities more accurate, even when full details are still to be decided.

I beleive generic resources should be able to be selected to be part of team reports
I recently learned that this planned version in not intended to allow a generic user type to be assigned to a team or be factored into a capacity report. This would not fully deliver the concept I was asking for. We currently pay for extra users in order to factor planned but not assigned work into capacity forecast reports.
