Currently, the scheduler sends mail notifications to the users who are in a 0h workload scheme but that logged a few hours on issues. We only want to bother the users who actually need to submit their timesheets with mails. At the same time, we want to allow other users to log hours on issues for their own reference. This group of people does not have to submit a timesheet, and should not be bothered with mails.
This shortcoming prevents us to enable the mail notifications which is a serious drawback for many of our users.
