Allow work plans to be seen even if linked workload has 0 hours required

The workload and the planner seems to be linked. If I do not require colleagues to have a certain number of required hours in a day, when we create work plans for them we cannot see what is on their plate. I have to add 0.25 hours required per day to be able to see their work plans. I do not want to overload people... work load visibility would be helpful. ty
