Closed tickets should not appear as suggestions when logging times

Currently when logging times, closed tickets appear as Suggestions. It would be great to fix this, since this can lead to errors when logging times.

Jira boards have a customizable grace period to slow closed tickets: 1, 2 or 4 weeks. I think that makes sense here as well.
