Specify Fractional Time Standard

Our company bills clients to the nearest 1/4 of the hour. I'd like to be able to restrict employees from logging time at amounts that do not align with this. For example, I want to be able to set it so that all time entries must end in either .00, 0.25, 0.50, or 0.75 hours. I do not want employees to be able to log 5 minutes for example, or 0.33 hours, 0.2 hours, etc.
