Approval of Timesheets for inactive users

Currently, it is not possible to approve Timesheets of inactive users. To be able to approve the timesheet for a user that is inactive, requires a re-activation. In many cases where an external users management system is used, re-activating a user can be problematic.
It would be useful to have an option to approve these timesheets without having to re-activate the user.

    +1 also need this feature to submit timesheets when a user is already deactivated
