Skills feature in DC and SERVER Tempo Planner Version

the value of SKILLS in Planner is obvious as you have it in Cloud. As a result of not having a skills option we have over 100 teams to plan at the skill level. unmanageable and user adoption is limited. We have the Data Center version of JIRA and over 5500 users. Your solution adjustment with skills would make all our lives easier. Being told it is not in the roadmap for Server/datacenter yet you see value in cloud is disappointing. our communities would have a huge shift in full adoption. right now its a few hundred of our 5500 user community.
