To select the "Based on a fixed total number of worked hours" or "Based on project calendar progress" options for a folio, you have to first turn off EVM.
This does not make sense, because EVM best practices explicitly allow for Level of Effort (LOE) tasks. The current Tempo Budgets behavior means you can't include LOE tasks in a portfolio together with EVM tasks, because the LOE tasks will never generate EV, leading the portfolio to always show the task as over budget / behind schedule. This is frustrating because projects frequently have both LOE and task-based components that we want to track together to get overall EVM.
