Implement restrictions for new hired team members

In the current version of Tempo, users who are recently added to a Tempo team can log work on days before their first workday, even if a start date has been set for them in the team.
As no restrictions for this are available in Jira (users can log time on issues for dates before they got access to JIRA), this functionality was never implemented in Tempo.

Now the request is to actually have this kind restriction where the new team member cannot log time before their actual start date.
