Restrict creation of Generic Resources to Tempo Admins

Generic Resources is a good feature and super helpful for Planners. However, because Generic Resources are globally available to any Tempo Team, it would be good if there's a possibility to limit creation of new Generic Resources to just Tempo Admins.

There is potential for abuse of creation of duplicate/typo-ed generic resources in the system. For example, there could be:

  • Dev

  • Developer

  • Developers

  • Devs

  • Dev1

  • Dev2

  • Dev3

  • Dev4

This isn't ideal in a large system where there are 100+ teams and each Team Lead will want their own version of a 'developer'.
