Don't allow users to turn on Jira Activities when admin turns off for organization

In the Tempo Setting, the activity feed allows the adminstrator to turn off the Jira suggested activities. This is a fabulous feature. When the feature is set at organization level, don't allow Tempo users to turn the Jira activity feed on. Remove the option from the funnel.
