Even if a user is assigned to a 40 hour workload scheme, they are not required to enter all 40 hours before they submit their timesheet. This idea is to add an option, by workload scheme, that would force them to enter all required hours. "40" hours here is used as an example, this would of course apply to any workload scheme where the option is set.
