Allow only selected users/groups to 'Create Account'

To date, Account management permission involve all feasible operations on this entity, including creation.

In some circumstances, it would be extremely useful to grant users and/or user groups permission to manage Accounts without also assigning them permission to create new ones.

For this, it would be useful to be able to specifically configure users and/or user groups to be assigned Account creation permission.
