Viewing Users with No Hours Planned

Tempo "Logged Time" reports have a flag named "Show users with 0h". The same is not available for "Planned Time" reports, consequently if I filter for a team, I don't see a correct team saturation, because resources not planned are not taken into account for the calculation of the percentage planned capacity.
