Period management should be available for all historical periods that have time logged against them

Currently, the period management page only goes back 3 years. In our case, the worklogs are used for historical financial analysis and for this reason, we would like to somehow manually open periods that go back further than 3 years and edit the worklogs to fix any inconsistencies.
