I can add that if timesheets are basis for later charging/billing, then these become "proof-of-work" documents for accounting, which in turn are regulated by law.
In many countries those base documents need to stay unchanged/intact for years.
It is always possible to generate external static documents out of them, but perhaps making them "read-only" in Tempo is already sufficient and saves work/effort/money for the customers. that could be the selling point ;-)

It would be nice to have some simple rules where the timesheets could get approved automatically.
For example the user is 1 hour within or not above x hours the allotted work hours.
