Define upfront users expected to work on a project and their role rates

Users/team members who are expected to work on a project should be able to have their role and rates defined before they log any time against a cost tracker project.

    Agree. It would be great to have a plan/baseline before the project starts.

    To build the team (before logging) would be easy if we could relate the Cost Project with a team from Tempo Planning (this will be the first step to extract the Budget automatically from the Tempo Planning :) ).
