Allow Tempo to integrate Microsoft Calendar on a GCC High Secure instance

Currently, Tempo allows for Microsoft Outlook to integrate into the Planner tool, unless your organization is on a GCC High instance of Microsoft (government). A GCCH instance is required for some government contracting work, for security purposes and data compartmentalization. This functionality would be useful for planning and data integration, by helping with automation processes in logging time.
