Allow Account to be not required for some projects

Currently, Tempo's Account field is required for all projects. We have some projects where we do not need this field/feature.

Additionally, the required nature of this field blocks some other plugins from working. The following tools all have a "Create issue in Jira" feature that does not work with Tempo because they cannot successfully set the "Account" field.

* Confluence
* Slack
* Microsoft Teams

^ All result in some variation of "Account is required" and thus the feature cannot be used.
