Generic Resources: Build out add'l usage (filtering, reporting, planning, EazyBI)

We need to be able to have a broader depth of usage of the Generic Resources in Tempo


  1. As a user, I need to be able to filter on Generic resources (without creating a separate team)

  2. As a user, I need to be able to report on Generic resources within Tempo planning and allow the user to choose Generic AND non-generic resources for a full view of current and future planned work

  3. As a user, I need to be able to view Generic Resources within EazyBI so that we can create leadership level dashboards / reporting (Currently we are unable to bring in Generic Resources)
