it should work on the epic but also on any filter because some tickets might be linked to other epics already. The budget is in the epic and the times of all tickets in the filter should be summed up and compared against the budget in the epic.
Ideally a graph, see attached drawing, with original estimation, spent and remaining hours. I need the time spent from all child tickets and in my case all linked tickets. We have sometimes tickets linked to other epics but the time reporting is done on a different epic.

You can use their feature in cost tracker for this. You can compare your planned time against the actual time spent
