User would like the ability to hide the contents of tickets when setting up a report. They would like the ability to provide the permissions to view all worklogs and only view issue hours in the reports.

I am the original requestor of this. I think the text of the request is worded badly.
For context: this is to create a report for our Financial Controller where they could attribute worklogs to individual Accounts and bill customers accordingly, while maintaining the security of the underlying projects (where issues may contain sensitive data that the Financial Controller is not entitled to see).
The idea is that it should be possible, with View All Worklogs and View Issue Hours permissions only (but without Browse Project permissions), to see a report by User, Project, Team, and Account.
We would use automation etc. to ensure that each issue always has an Account set, and the Controller would see the Account to which each worklog is attributed, without seeing any further details about that worklog.
Since the Account is a Tempo field that exists in the Tempo database separately from the underlying Jira Cloud database, it should be possible to accomplish a report like this without the Browse Project permission that is required to read Jira fields.
