Old user data is required for historical data reports.
Temporarily giving access to old users is not a solution and has security risks attached to it.
Just allow previous user data to be kept and classify the users as "previous user" or "previous team member" and allow them to be selected or excluded in any data reports or to be added to any existing team if required.
