Particularly when using the Plan Time button in top right of the Resource Planning page or on a Jira Issue the Plan Time form should show a list of team members that are available to plan time against. Currently, creating time using either of these methods only shows the logged in user as an option even though it looks like a drop down field.
Similarly, when in the Edit Period Plan form it would be handy to be able to switch user that time is planned against.
