Ability to have internal issues removed from the week’s capacity

Ability to have internal issues (such as vacations) be treated as holidays, wherein their usage is removed from that week’s capacity.

Example: User has a vacation day on Friday, then their capacity for that week should be 32 instead of 40.

The admin should be able to select which internal issues reduce capacity. For example: vacation time, but not administrative time.
