User would like the ability to create fixed budget for projects.
Currently, when the user defines the budget for the project and the budget is exceeded, all registered billable hours on the project are treated as profit.
In many projects, the budget is fixed, and exceeding it means a loss, not an additional profit. The users project has Revenue Tracking enabled. The user does not want to ask their team to set billable hours to zero, because sometime they will negotiate the budget and they would like to see the correct data.
