split plans in the resource planning view

Allow server to be able to split plans in the resource planning view.

There is no shortcut to split bookings in the Resource Planning view. This is only available in the Cloud or in the Legacy Timeline Planning view.

    This functionality of splitting planned time DOES exist in our Cloud version. Please do it in on-premise platform.
