Manage workloads with Jira groups or Jira projects instead of single user

Enable the capability of assigning workload schemes to Jira groups, Jira projects and/or Tempo Team that way we would not have to manually maintain (add, remove) users from those workload schemes singularly.


I believe having some way to connect workload scheme to a project, a Jira group and/or Tempo Team would facilitate the user management on the whole instance from a perspective of a instance administrator of a instance that harbors multiple projects from multiple clients from multiple geographies.
