The case would be that right now, the Scope and Team section of Tempo is way friendlier than the reports. Without even mentioning that they are live and you see updates in real-time, while in the Cost Tracker reports you don’t. If you missed something you cannot edit, you need to close and create a new one.
However, about urgency, we requested during a session that we could export all raw data from Tempo Cost Tracker ASAP. Right now, reports (apart of not being editable or friendly like the Scope view or Logged vs planned) show limited information. For example, you are not able to see the Account Category of the logged time/cost or even see planned as well as cost if you wanted to. That why my emphasis is on seeing all planned in Scope, if it makes sense.
